Bond Comments on Sec State Powell Briefing on Iraqi Non-Cooperation on Illegal Weapons

"Secretary of State Colin Powell laid out an iron-clad case today that proves Iraq has been lying all along. It proves beyond a shadow of a doubt that Iraq has never had any intention of ridding itself of weapons of mass destruction, as it is required to do under international law.

Today's evidence details Iraqi efforts to confuse, slow, delay, evade and disrupt the work of international weapons inspectors.

The evidence indicates that instead of cooperating, Iraq has deliberately constructed and fielded a sizeable effort to monitor and infiltrate U.N. inspectors' communications networks. Iraq has done so in order to anticipate the U.S. inspectors' methods, strategy and schedule for weapons searches with the goal of undermining the effectiveness of those inspections.

The United Nations passed Resolution 1441 to give Iraq one more, last chance to get back into compliance. The evidence provided today clearly shows that Iraq has not only failed to comply with 1441, but has actively worked to evade and undermine its responsibilities under that resolution.

As a member of the Senate Select Committee on Intelligence, I am mindful of our obligation to protect our intelligence sources and methods. In this case, I applaud the Administration's willingness to declassify the evidence presented today. The disclosure of sensitive intelligence must always be approached with the utmost caution. In this case, it was warranted and I believe the disclosures today advance our national security in a way that more than offsets any tactical losses of certain intelligence advantages we may have had.

After today, no one can deny that Iraq is in material breach of U.N. Resolution 1441.

We have said all along that if Iraq does not disarm itself, we will do so by force. We now have the proof that Iraq will not do so peacefully."
