Earmarks
Some politicians may trust only bureaucrats to do all the earmarking. They may not trust themselves or local citizens to set priorities, but I sure do.
Right now, 98 percent of discretionary funding is earmarked by federal bureaucrats, only 2 percent by Congress. I think it is important that in this case, officials in the Obama Administration not have a total monopoly on directing federal discretionary funds. Congress has a critical role in providing a check against executive power.
I oppose strongly earmarks that are wasteful, whether they are done by bureaucrats or Members of Congress. Also, both Congress and the Administration have a responsibility to shine sunlight on federally funded projects. That’s why I fully disclose and announce why and for which project I have secured funds and have supported reforms to ensure all earmarks are accountable and transparent.
